A RAND Corporation study of three Los Angeles neighborhoods (Hollywood, Venice and Skid Row) between 2021 and 2023 found that encampment cleanups gave only short-lived relief. Cleared areas were typically repopulated within two to three months, and the report's lead author said the sweeps tend to move people around rather than reduce the number of unsheltered residents.
The unhoused population in the study areas held steady over the period, after growing about 10% a year before. In 2023 surveys, more than half of the people interviewed reported a chronic mental health condition, and roughly half reported a chronic physical health condition or a substance use disorder.
Mayor Karen Bass's office pointed to the citywide 2024 point-in-time count, which showed street homelessness down 10% and more people moving into permanent housing. Across Los Angeles County, the count found 75,312 people homeless on a given night, down about 0.3% from 2023, with about 45,252 of them in the city of Los Angeles.
